I (and others) do searches under "Atlantic City Casino Chips" ... and find lots of Nevada chips that sellers insert "Atlantic City" somewhere in their descriptions specifically so that they come up in searches such as mine.

I don't know how anyone can prevent a seller from putting whatever he/she is selling into any categories he/she chooses and pays extra for. Ebay loves (and promotes) multiple categories.
