I would think that with most limited editions of $1 denomination, the design cost, administrative costs, plus the cost of the chip itself exceeds the net revenue of the chip. Remember, a limited edition of 1000 $1 chips only garners $1000 in revenue, unless they are sold at a premium. I think many of the $1 Chico limited editions are really for advertising and vanity and result in a net loss to the casino.
