I have several hundred from the same place. A lot seem to be of designs that were not subsequently manufactured.
Gene points out the 'current' practices but of course many of these notched chips are 20 to 50 years old, and I guess some could be termed 'prototypes'. I guess these would have been produced for the customer to approve.
