The contents may be the same but are the envelopes the same? They only go by weight and a small difference in amount of tape used can put you over the limit and into the next price range. As far as them trying to open a package and then retaping it - that just doesn't make sense. If they went thru the effort they would have taken the chip. Packages do get damaged and repaired though. The other possibility is that the package had been used several times before and that is where all of the tape came from. I reuse envelopes continously. In 10 years of chipping I have only had to buy 4 packages of new padded envelopes.
