Thanks Archie. That explains a lot - except why the post office chooses to classify bubble mailers as packages instead of large envelopes. But that's best taken up with the USPS, I guess. I just ordered 100 of the saf-t-mailers, and will only use the bubble mailers as warranted by the value of the chip.
