I acknowledge my post was limited in scope. There is much more regarding the various rules and guidelines which really aren't applicable to the traditional chip deal. But could come into play with a larger item on ebay, or even a significant chip.

I presume you would agree that a decision to not take insurance does not rise to the level of shifting the burden to the buyer. It is one of many inconsistencies between the actual context and the ebay culture.
