Whizzing involved use of a fine wire brush in a power tool. It resurfaced the coin, removing small scratches and making it look UNC to the naked eye. If you clothed the eye with a loupe, you could see millions of tiny scratches. I bought several of these "bargain" coins in the 70's before I learned what the process was all about.
Generally, the coin grading services will not grade and certify whizzed coins. The link below takes you to a good discussion of whizzing on the PCGS site.
