regarding Chuck,
All I can say is:

a) He's never charged for shipping. Now that the rates are getting stupid, he doesn't have a choice.

b) Chuck is the only one I know who ever offered a discount for returned chip flips.

c) There is a cost to doing business. A dealer has to drive around, deal with the cage idiots, post office, shipping supplies, etc.

Yes, you can find cheaper prices from CB offers, and yes, other dealers have different methods of conducting business. But no one is in it to break even; that much I can tell you.

Who you choose to buy chips from is your choice of course, but why didn't you try asking if he could ship monthly to save costs rather than jumping ship?
