I still think Jim followed the spirit of the Act by noting clearly on the face of the chip that it was a commemorative. Chips are different than coins (or tokens). Chips do not typically have raised lettering on the inlay, unlike coins. In fact, it would interfere with their purpose, since their stackable nature is signficant in their usefulness. In addition, since chips are not covered by the HPA, I think Jim has done an admirable job to inform potential buyers what they are getting by including the word "commemorative" at the top of the chip. That is, of course, only my opinion, and others may disagree.
