I don't really collect LE's and was waiting for an LE collector to respond, but I have picked up quite a bit on the topic on this board.

First, in Las Vegas, you can go to the cage and ask them what LE's they have. It is best to be prepared to tip them, and let them know you will if they find anything. It is also better to go at off hours so the cage personnel are not too busy, and might be able to search a bit for you.

In other areas, you might be able to buy at the cage or may have to go to the tables (this might be true at some Las Vegas casinos as well). You can always ask.

For new LE's, you can find out when they are to be released and get them in person or pay a small premium to an NIS (new issue service) or a dealer. A number of good NIS's and dealers regularly post on this board. For older ones, you can post your wants on this board and see what offers you get, or look at dealer's web-sites, and, of course, there is always ebay.
