I don't believe that using the title "The Official U.S. Casino Chip Price Guide" is a figure of speech. I think it is just incorrect.

I agree that the "Miss Universe" title is a figure of speech, for we all realize that the Universe represents the world and is not in anyway a deception.

Your use of World's best is closer to Miss Universe than US Official ..." but I still don't quite agree. In the realm of things, no big deal.
