Go to any Ebay page and click on SITE MAP.

When it comes up look in far right column under CONNECT and click on FIND CONTACT INFORMATION. Click on that and put in the auction number and Ebay will mail you his address and PHONE NUMBER.

Then, call the scumbag. This has always worked well for us.
