Report the bidder to eBay as "Non Paying Bidder" so ebay will refund the fees they charged you for that auction. Then I would consider leaving negative feedback for the bidder. I say consider leaving negative feedback because you need to take into account that this bidder might leave you retaliatory negative feedback and you have to decide if giving the negative is worth it or not.
