Why do you say the reverse is intentionally blank? Or maybe I should ask why they'd intentionally leave one side blank?

We have the same chip, also blank on one side. I think this is the first time I've seen another one. With the light hot stamp, I wondered if it might be a test chip. Any info would be appreciated.
