if you went to the store and bought a set of plain chips and stuck stickers on them, you may increase their value. I don't see a difference with what you want to do. The spirit of the rules are to prevent improving something's value fraudulently.

If I had a $1 house chip and glue it to a solid gold belt buckle, I have improved the value of the chip, but have not acted in a fraudulent manner (stupid maybe but not fraudulent).
