Unlike Doug Saito, I don't believe the "gaming tips" marking has anything to do with dealer tokes. I think that it is like the Caesars similar chip and could be exchanged for a book of rules of the games and tips on how best to play them. It might also have been used in the "gaming lessons" that a lot of casinos give for visitors when things are slow. I don't have any real evidence of this, but I don't think the casino would make a chip for toking the dealer and mark it "tips".
