I don't understand the term, double custody.

Aside from that... Doesn't a casino have a right to decide not to use a certain chip for awhile and just keep them in the vault? Couldn't the chips stay in the vault for a few years and be brought out again at a future date? In such a scenario, the chips would be neither retired nor obsolete.
