I can't argue with you as I am completely out of my element. However, the Mirage has told me that the chips have been destroyed and that any chips that show up at the cage also get destroyed. Of course I wasn't told how often they get destoyed.

So I definitely agree that such dstruction might take place on an annual basis. Does that make these chips active or obsolete/retired?
