Chips are not destroyed a few at a time.
There is a lot of required paper work for a destruction. Once a destruction takes place on the bulk, any chips that come in are put in a mutilated bin along with non redeemable foreign chips. Same paper work required for destruction. Casinos may do this only once a year and some may never go to the trouble.
