This is one of the red Happy New Year envelopes that Caesars Palace hangs on the decorative trees and flowers for the asian players. I believe the big players receive these with money in them. The ones I got were empty [g].

They say "Caesars World International" on them, and list Tahoe as a location so must be left over from a year or two ago. Probably won't be used any more.

These were painted with a brush by low paid calligraphers in the Far East, David.
