don't know about cruise ships. But most states have a rule about the casino being the ultimate owner of the chips. But a person in possession of the chip (validly) has a financial interest. It is the same with checks or US currency. It is done to prevent counterfeiting. If I write you a check, technically the check is mine, but you have the interest in its value. One state may or may not recognize another states claim however.
