It's been my experience that eBay picks and chooses what rules it enforces, how to interpret them, and applies them however and whenever it wants. It is never consistent except that the rules are never applied in my favor.
I'm used to their canceling my slot machine auctions, even when the listing has all the disclaimers, even including the ones that don't apply. How and when they choose to police their policies is a mystery to me.
