Sally Rand was born in 1904 and worked into her 70's, so she could have been there.
Kentucky chips are no different than those of any other area. The more you learn prior to purchase, the more likely you are to pay fair value. Remember most illegals were originally purchased in small quantities, so supply/demand works in the favor of the seller. Often "rare" chips turn up and even a few of them reduce the value. The Lookout House "Light house" chips are showing up after years of being thought to be gone. That's not all bad though. Paying to much for a given chip is the rub of the green.
