This is for sure an Abbiati sample plaque.

But sometimes Abbiati use real casino names on their sample plaques and jetons.

You can see samples with the name of the Ingo Casinos, Casino Timisoara and other. Also the logos were used.
I have had some more plaques shown on this site.
All were drilled and without a serial number.
