I was saying Kenya, due to the denom being listed as KSHS. I saw your earlier guess of Greece, but the denom does not seem to fit for "Drachmas". I don't claim to be an expert, and I could be totally off here, but I am happy to send some emails to a couple collectors in Africa, and see what they think.....
