1. I have traded 5 $1 chips for a $5 chip. I like to trade at face value for current chips regardless of denomination. Mix and match as long as the face value is the same. If a current chip is worth more than face, I will adjust accordingly. Most current chips are not worth more than face in trade value in my opinion.
I no longer collect $5 chips so I will not be trading 5 ones for a 5. I still would trade 1 $5 for five $1 though.
2. Again, current chips are face value unless there is something special that changes the value. I would not agree with your values for current chips for trade purposes. I would view those prices as sale prices. Even then $3 seems high for most $1 chips unless it included postage.
3. Any of the current U.S. chips are high if you are using it as a trade value. Again, face value is what I use. I do not know enough about the foreign chips so will not give an opinion.
All my comments are based on current chips. Things changes when obsolete, illegal, extremely scarce, LE, etc are in the trade proposal. Values other than face come into play at that time.
