I don't think it's about the 13c but more about the principle of the issue that Fred even brought it up. The seller didn't even apologize for the mistake which probably would have went a long way with the buyer, especially seeing the seller is new to seeling chips (many people don't know of the 13c surcharge for non machinable packages that are 1oz or less)
