I find it interesting that the "new" seller didn't do the easy thing, and say sorry. One more step (offering to send you the 13 cents or applying it to your next purchase) would have created for him a loyal bidder, and a sure fire positive. You may even had sung his praises here.

I am also surprised that so many have advocated sending a positive feedback. No feedback makes sense, however a seller can simply change names if they get a bad rep, so he may or may not be a new seller.

I tried to look at the auction, but it said closed when I followed the link, so I hope they are killer chips, but I agree with you, the deal is irrelevant. His attitude would make me cautious in dealing with him in the future (if I were you).
