I based my post on knowing that the chips are not something people would EVER throw away. When the joint closed, workers would have taken the chips.
IMO these things get throwed in closets, attics, and basements.

Children, nephews, and whatever find them when their relatives die. Once again the chips become something no one would ever throw away. Some recloset them and some look into what they are worth.
I believe the bulk of racks from most illegals exist somewhere.
