A question about shill bidding recognition and...

enforcement.

I sell and buy on eBay. Not a great amount, but I am there. I see alot of commentary (mostly accusations) here about shill bidding on eBay, and I am sure that it does in fact happen, however...

Who actually "recognizes" and takes action against shill bidding, if at all? Is it eBay through their own monitoring of some sort, or do they rely on member reporting and then analysis of the auction?

If the former, then this change will not affect the shill bidding concerns raised. If the later, then we will have greater difficulty in recognizing shill bidding, but this only has meaning based on the question I asked above.
