Just a guess but I believe that you can't put notes in your listing saying "I don't take PayPal" and the other parts you wrote about a bad transaction and taking a long time to be resolved.

It goes back to people who don't take Credit Cards and have Paypal Personal, but you can't tell people this fact.

Which all comes from people who bid on stuff, and buy it with a credit card when the seller clearly says "I don't take credit cards" so eBay got tired of notifying and reversing hundreds of thousands of transactions. All because bidders can't read.
