I'm guessing you've either inadvertently hidden your Windows task bar or you've told your browser to "View-->Full Screen". Try clicking the little box in the upper right hand corner next to the red X box. That might fix it.

If it doesn't, try dragging your task bar back onto the screen by mousing at the bottom of the screen, clicking and dragging up.
