Use one of the $8.10 Priority Flat Boxes. If you can get it in the box it goes for that rate no matter what it weighs. There are 2 different styles of the box.. I think the square shaped one will hold the most pages. I regularly ship 37 pound packages in those.. best deal the PO offers.
