I agree with John that it is cheaper to watch. Another reason is that most folks don't want to get into a bidding war so wait till the last minute to bid. Something else to consider if there are lots of watchers is it may be that the starting price is too high. They put a watch on the item to indicate that they are possibly interested, but not at that price. Sometimes revising the item to a lower starting price will get the bidding going.
