WHY are you going to "report this to eBay"?

What will that accomplish? I really don't think you'll find anyone at eBay with the specialized casino chip knowledge to deal with the "real" or "fantasy" chip issue. This is a "buyer beware" situation. If you want to do something, I recommend that you contact the seller and educate him about this chip.

There is no doubt that this is a fantasy chip
