How could we possibly know what chips were illgotten? I remember many years ago visiting a Missouri riverboat and the sign on the exit read "All chips and tokens are property of the casino and MUST be redeemed before leave the boat." These were regular chips, not just roulettes. (I believe the reason was that there was a limited buy-in - $500 maybe - and they wanted to keep track of who was gambling what.)
My point is that some casinos allow you to take roulettes (or so I've been told, but have never experienced myself) and some are "stolen." Who is to say which is which. Also, I have seen some casinos selling tournament chips after they are done using them (I believe there is a Treasure Bay tourney set which was sold later.)
