I believe that this is a chip from the Pendelton Round-Up in Oregon. My understanding is that they were used as beer chits to purchase beer at the Indian concession. I picked a couple up at the big Antique show in Portland a few years ago and that is the story the seller gave me. He was dealing mainly in Western stuff related to the Round-Up and Rodeos.
