These two chips are very similar but are different. One is early textured Chipco and other is a shiny surface. One says Non Negotiable and the other No Cash Value. An unusual value of 2, I don't know what these were used for. Does anyone else? The pink, blue, and yellow of the surface design carries over to colored edge spots (about 40 of them).

Not common, but you don't see them everywhere either. About 15 years old.
