The website is great that Mark posted (Thanks Mark!) If you will notice, the first arch picture is for the completion of the highway. The first arch, not pictured, is the same arch without the slogan. I have yet to find a picture of the first arch. The slogan was taken off after a period of a year or two, and there was no slogan. That would be the third arch and there are a few postcards of that arch. Then they came up with "The Biggest Little in the World" slogan to put on it.
