I wouldn't get to caught up on a California ruling, it is not binding anywhere but Calif, and most states (and the federal courts) tend not to rely on Calif. It is known for extreme rulings.
However in this case I suspect it would have had the same effects in almost any locale. Defamation is a statutory issue, and a Congressional act will be interpreted, but not superceded in a statutorial issue. Especially when the statute strengthens, rather than limits 1st amend protections.
But note the requirement that it be information gathered from other sources. You still can't make it up.
