It was past foreign policy that led terrorism to our shores

It has always been my understanding the terrorism began in response to the Gulf War, which occurred during the Presidency of George Bush, the elder. That, and US support for Israel, during the Presidencies of Republican and Democratic Presidents. Am I wrong?
