With none of the 'old' guarde weighing in, here is my take as a 1st year collector who has had a similar experience.

1) It is damage, and C&W guide says that the reduced value is significant (only 20% reduction for a modest warp, to 70% for a drill/cancel). I figure a marred inlay on one side is somewhere between that (50%?)

2) Do you love the chip or will you resell? If you love it, and can have a one-sided relationship, OK. If you resell, you've got a problem in that the next guy will want more % discount than you were offered.

3) Not sure how a seller can miss that kind of damage. I would counter at 1/2 price, if you still want it.

4) I bought a 10 or so chips off a seller on this board, and 1 had a glue problem, and one a stain on the inlay. He cheerfully refunded the price and I returned the 2 chips. Another time I bought a chip off ebay and found out it was warped when I received it. Got a 40% discount on that one.

Your choice, but paying top TCR and getting a very modest discount for that inlay problem seems like not too good of a deal for you.
