I could go on about the legal issues, and how it isn't a circular argument, and all that, but the issue you are raising at most may be a semantic debate, and if you wish to consider a position of the board as the same as a binding position of the club, go ahead, it is of no consequence.
Far more significant is the board laying out formally its position as to slabbing, so there is a context for its actions regarding slabbing. The next board may wish to adopt this position, or alter it taking into consideration changes in the hobby which heretofore are non-existent, or disregard it entirely. It is in no way binding in a legal context, but rather a platform (non dissimilar to a political party platform) that allows members to understand future actions of this board.
