As a REtiree from United I would say try. If the baggage is not delivered and lost they are responsible up to a certain amount of loss, but I'm not sure what that is. Go to their website and see where you can write to. www.united.com
Losing luggage is frustrating and the things the airlines, I repeat airline/s, try to improve on all the time, but with the bad weather we had here in chicago and the restrictions the airlines now have from the FAA its even harder to inprove on that.
Hope she gets her luggage and I know its frustrating, I've been there many times and that is sad.
