Let me give you my take on the folks at Chiptalk.net (as I am one of them) and this is my opinion only from my own observances...
As Fredrick said, for most people quantity is more important than actual numbers as the sets are accumulated for actual play with poker buddies. Some people have one set and then there are others who have a set of everything available and actually collect playable sets like we collect individual chips. Most people fall somewhere inbetween. In some cases individual numbers are very important because of resale value. People will generally pay more for a "Complete" set of say 1000 chips as opposed to a set of 987 chips.
Many people over there collect closed casino chips (there is very little, if any difference to these collectors if the joint was licensed or not).
So to answer your question, yes quantity does matter.... sometimes. People generally like to have a nice round number of chips. But this is also a good thing, because if someone has say 311 $5 chips and 103 $25 chips they are normally very willing to unload the "Extra" 11 $5 chips and "extra" $25 chips, to fund their next purchase.
It definitely does not hurt to ask. The worst someone can say is "No".
