If you are referring to the United States, that statement is wrong; only Hawaii and Utah have no legal gambling. If you are referring to the remainder of the world, I doubt that this is correct depending on your definition of "areas."

The Congress is once again trying to legislate morals and it won't work. Instead we should legalize internet gambling (or permit the states to do so), regulate and tax it.

And I agree with Bob that the Congressional action was not due exclusively to Republicans. A lot of Democrats voted for the bill knowing that the Anti gambling rider was on it.

Shame on them.
