While I'm very unhappy that this legislation was ever written and proposed, what I find to be completely disgusting is that it was attached to a piece of legislation related to national security, at the last minute, within weeks of the 2006 elections. How many Representatives or Senators facing reelection next month would want to be viewed as weak on national security by voting against this (the national security bill)?
I'm not just disgusted, I feel betrayed by my own party for attaching this to the original national security bill.
Why in the heck doesn't our President have the right to Line Item Veto?!? I don't know if Bush would use it in this case if he had the ability to, but I'd like to think that any attachment that is put into place at the last minute, without time for legislators to even read it, should be an automatic line item veto.
