There are plenty of items that someone might want. (not me that's for sure) Like lamps, chairs, waste bins, and two john boats with motors.

This company does large liquidations and they are not scam artists, as you have hinted.

I'd agree that the so called neon and some of the signs would need to be inspected in person, but that's always the rule for any auction. The people who show up and bid, but don't come for the inspection are bound to get stung.
