Well my criteria are include all amenities not including casino. The strip has stricter table rules and tighter slots (There are statistics on this). The Four Seasons is the top of the Mandalay Bay but it has a completely separated entrance and staff such that they are completely separate resorts. I do understand where you're coming from though so drop the Four Seasons from the top, bump everything up, and add Green Valley Ranch Station at the bottom at #10.
