Based on my TITO info data collection HIT Casinos are in Slovenia with at least one location in the city of Nova Gorica. Other locations also.
Below is their TITO back that has the same design as your chip edge. The TITOs I have came from the G2E gaming show so I do not know if they are test samples or if the casino is actually using them.
